One particularly alarming example of Spamouflage’s tactics is the case of “Harlan,” a social media user claiming to be a New Yorker and Army veteran. This fictitious persona was part of an elaborate Chinese disinformation network targeting American voters. The profile’s details, including age and location, changed over time, and the profile picture is believed to be AI-generated – a clear indication of the sophisticated methods employed by these foreign actors.

“One of the world’s largest covert online influence operations — an operation run by Chinese state actors — has become more aggressive in its efforts to infiltrate and to sway U.S. political conversations ahead of the election,” Jack Stubbs, Graphika’s chief intelligence officer, told The Associated Press.

The Harlan Report gained significant traction on platforms like TikTok, with one video mocking President Biden garnering an astounding 1.5 million views before being removed. This level of engagement demonstrates the potential reach and impact of these influence campaigns, highlighting the urgent need for increased vigilance and countermeasures.

A Multi-Pronged Attack on American Values

While Spamouflage doesn’t explicitly favor a specific political party, its true aim is far more insidious. This strategy of playing both sides serves to exacerbate social tensions and portray the United States as a nation in decline.

“It shows that Chinese influence operations targeting the U.S. are evolving and they’re engaging in these more advanced, deceptive behaviors,” Jack Stubbs, Graphika’s chief intelligence officer, told CyberScoop.

Experts warn that foreign governments are becoming increasingly adept at concealing their involvement in these operations, often outsourcing to third-party firms to maintain plausible deniability. This trend makes it even more challenging for U.S. intelligence agencies and social media platforms to identify and counter these influence campaigns effectively.
