House Speaker Mike Johnson recently informed House Republicans that President-elect Donald Trump is calling for a single reconciliation package, described by Trump as “one big beautiful bill.” The plan seeks to unify GOP efforts behind a comprehensive legislative approach, but it has sparked debate within the party over how to best achieve policy goals.
Members of the House Freedom Caucus, including Rep. Andy Harris (R-MD), are advocating for a two-bill approach. Harris explained that the first bill would prioritize border security, allowing Trump to secure immediate funding to address the crisis at the southern border. “We need to give the president the money to secure our southern border and deport criminal aliens,” Harris told Fox News, suggesting that delaying action could hinder progress on key issues.

Harris argued that splitting the package would allow Congress to act swiftly on urgent matters while leaving more complex elements for a later date. “Saving the large, big, beautiful bill till the summer makes sense because it will take time to iron out,” Harris said.

House Ways and Means Committee Chair Jason Smith (R-MO), however, has emphasized the challenges of passing multiple reconciliation bills. Smith pointed to the GOP’s slim 219-215 majority in the House as a significant hurdle, arguing that a single, unified package is more achievable. “There have not been two reconciliations signed into law in the same year,” Smith noted last month, questioning whether Republicans could successfully navigate the complexities of passing two separate bills.

Johnson’s announcement reflects Trump’s desire to consolidate legislative priorities into a single effort, aiming to streamline negotiations and maximize impact. However, the disagreement over strategy underscores the challenges facing a narrowly divided House, as Republicans weigh their options for advancing Trump’s ambitious policy agenda.
