Hungarian Prime Minister Viktor Orbán called Montenegro a ‘key country’ for Hungary during a working visit by Montenegrin Prime Minister Milojko Spajić in Budapest on Tuesday. The two countries signed agreements on infrastructure development and telecommunications cooperation, capping off nearly two years of negotiations.
Orbán emphasized that Hungary views Montenegro as a strategic partner, nearly a neighbour in regional terms. He underlined that Montenegro’s European Union accession is long overdue, saying the only real obstacle is the EU itself.
The Hungarian leader noted that Montenegro has already fulfilled all necessary conditions for EU membership, calling its prolonged waiting period ‘unreasonable’. He highlighted Montenegro’s strong Western orientation, cultural alignment, and administrative readiness, suggesting that the country could complete accession talks quickly—if Brussels were willing.
‘Montenegro should already be inside the EU. The only thing standing in the way is the European Union,’ Orbán said, calling the bloc’s delay in accepting the Balkan country irrational. He also pointed out that Montenegro enjoys broad support among EU member states but is still being held back for unclear reasons.
The new bilateral agreements are designed to strengthen economic ties, particularly through joint infrastructure projects. Orbán stressed the importance of developing North–South corridors in the Balkans and enabling Hungary to reach the sea not only via Trieste but also through Montenegro.
‘Infrastructure development will be the cornerstone of future cooperation,’ he said, adding that major Hungarian companies are already active in Montenegro and that bilateral trade exceeded 100 million euros last year.
Orbán also reiterated Hungary’s pragmatic foreign policy, aimed at building friendships—especially within its immediate region. ‘Montenegro is part of our region, and we are part of theirs,’ he said.
Prime Minister Spajić echoed Orbán’s sentiment, describing Hungary as an important neighbour and ally. He thanked Hungary for its ongoing support in Montenegro’s EU accession efforts and expressed optimism about the future of bilateral ties.
The Montenegrin leader stressed the strategic importance of the agreements just signed, particularly in transportation, as good rail and road infrastructure is essential for economic and tourism development. He expressed hope that the cooperation would attract further investment and commercial opportunities, boosting both countries’ economies.
‘Our priority is infrastructure development, and we are glad to have Hungary as a partner in this field,’ Spajić said.
The leaders agreed that their countries share a common vision rooted in cultural respect, mutual interests, and a joint aspiration for deeper European integration.
