Newly released documents reveal what the FBI knew about Hillary Clinton — and what they buried.
FBI field agents wanted to question Clinton about foreign donations flowing to her foundation while she ran American foreign policy.
They had recorded conversations. They had evidence of pay-to-play. They had questions ready to go.
FBI headquarters in Washington said no.
“We were trying to explore the Foundation, and we were told ‘NO’ by FBI HQ,” an assistant U.S. attorney later recounted. “Field agents were frustrated. But HQ would not let it go forward.”
The investigation was codenamed “Cracked Foundation.” The foundation it targeted was anything but cracked — it was protected.
The FBI Had Clinton on Tape With a Convicted Foreign Felon
Here’s what the documents reveal.
FBI agents had a recorded conversation between Hillary Clinton and Sant Singh Chatwal, an Indian hotel magnate worth an estimated $750 million.
In that conversation, Clinton discussed donations to the Clinton Foundation and her remaining 2008 campaign debt.
Chatwal later pled guilty to laundering straw donations to Clinton’s 2008 campaign, forfeiting $1 million in a deal with the DOJ.
His own words to an FBI informant: “That’s the only way to buy them, get into the system.”
The FBI had all of this. They had Clinton on tape with a man who admitted to buying access.
They asked her nothing.
Field Agents Prepared Questions — Headquarters Ignored Them
FBI New York Assistant Director Diego Rodriguez advised agents in Washington to question Clinton about the foundation.
The questions were specific and damning:
“Based on information derived from a recorded conversation, you and Mr. Chatwal had a conversation regarding settling debt. You indicated to Mr. Chatwal that he could no longer donate to your campaign but he should instead donate to the Clinton Foundation. Were donations made to the Clinton Foundation used for personal use and/or to settle campaign debt?”
That question was never asked.
When Clinton showed up at the FBI in July 2016 for her email interview, D.C. agents asked nothing about pay-to-play. Nothing about foreign donations. Nothing about the foundation.
They let her walk.
Chatwal Bragged About Buying Clinton’s Support for a Nuclear Deal
The evidence went beyond campaign finance.
In 2008, India received a nuclear deal that weakened the Nuclear Non-Proliferation Act. India got access to American dual-use nuclear technology without becoming a party to the non-proliferation treaty.
Who lobbied for it? Sant Singh Chatwal.
His own words to Indian media: “Even my close friend Hillary Clinton was not in favor of the deal. But when I put the whole package together, she also came on board.”
He added: “It took me four years and millions of dollars, which I paid out of my own pocket.”
After the deal passed, Chatwal made the first call to the Indian prime minister to celebrate. He later received one of India’s most prestigious civilian awards.
FBI agents wanted to ask Clinton: “To your knowledge, did Mr. Chatwal also provide large cash payments to Indian officials in an effort to secure a nuclear deal between India and the US?”
That question was never asked.
Clinton Broke Her Agreement With Obama on Foreign Donations
When Clinton became Secretary of State, she agreed with the Obama administration to restrictions on foreign donations to the Clinton Foundation.
She broke that agreement.
The FBI had evidence: “You had an agreement with the Obama administration which planned restrictions on receiving donations from foreign countries, yet the Foundation continued to accept contributions without disclosures from countries where you lobbied for actions.”
They even had evidence of a workaround.
The Clinton Guistra Sustainable Growth Initiative (CGSGI) was established shortly after Clinton promised to stop taking foreign money. Funds raised by CGSGI went to the Clinton Foundation — without disclosure.
Agents wanted to ask: “What are the funding sources for CGSGI and how many foreign governments send donations to CGSGI?”
That question was never asked.
FBI HQ Killed the Investigation Before It Could Grow
The FBI had recorded Chatwal discussing straw donations in 2010.
Field agents wanted to expand that investigation to the Clinton Foundation.
“FBI headquarters would not allow it,” the documents state.
Washington protected Clinton. The same city where she “wields enormous influence,” as the report notes.
The field agents knew something was wrong. They prepared questions. They gathered evidence. They were ready to pursue the case.
Headquarters shut them down.
This Happened Under Obama — Clinton’s Former Rival Turned Boss
Context matters.
Barack Obama appointed Hillary Clinton as Secretary of State after defeating her in the 2008 primary.
His administration controlled the FBI. His Justice Department made decisions about what to prosecute.
The same administration that gave Clinton the State Department job also protected her from investigation into how she used that job.
The fox was guarding the henhouse.
“That’s the Only Way to Buy Them, Get Into the System”
Chatwal’s words should be the epitaph for the Clinton Foundation.
He admitted to buying access. He bragged about changing Clinton’s position with millions of dollars. He pled guilty to campaign finance crimes.
And he was just one donor.
The FBI was “intercepting individuals associated with the Clinton Foundation.” They had evidence of multiple foreign governments making donations while Clinton ran American foreign policy.
All of it was buried.
The Questions That Were Never Asked
The released documents include the full list of questions FBI field agents wanted Clinton to answer.
Questions about foreign bribery.
Questions about using the foundation as a campaign slush fund.
Questions about breaking agreements on foreign donations.
Questions about nuclear deals influenced by donor money.
None of them were asked in July 2016. None of them have ever been answered.
This Is What a Two-Tiered Justice System Looks Like
Hillary Clinton was recorded discussing donations with a man who admitted to buying politicians.
The FBI had evidence. Field agents prepared questions. An investigation was underway.
Headquarters killed it.
Clinton went on to win the Democratic nomination. She nearly became president. She’s never faced accountability for any of this.
Meanwhile, the FBI spent years investigating Trump over manufactured allegations, raided his home, and pursued him through multiple prosecutions.
Two systems. Two standards. One for the Clintons, one for everyone else.

The frustration was justified. The protection was deliberate. And the truth is finally coming out — nine years too late.
