Misuse of Taxpayer Resources
Former New York City Mayor Bill de Blasio has agreed to pay $330,000 to settle charges that he misused his NYPD security detail during his short-lived 2020 presidential campaign. The Conflicts of Interest Board (COIB) found that de Blasio improperly charged expenses to the city on more than 30 occasions, using his taxpayer-funded security detail for personal and political purposes outside his official duties as mayor. The investigation revealed that city resources were used not only for campaign travel but also for personal trips, including security detail accompanying him to a Red Sox game in Los Angeles.
The misuse occurred despite de Blasio receiving repeated ethics guidance warning against such practices. A probe by the city’s Department of Investigation uncovered that de Blasio failed to reimburse nearly $320,000 in security expenses related to his presidential bid, which never gained more than 1% in polls. The settlement represents a significant concession from the former mayor, who had been contesting the reimbursement since 2023 when the COIB initially issued its findings against him.
Settlement Terms
After three years of litigation, de Blasio has agreed to pay $329,794.20 in restitution to New York City. The settlement structure requires him to make an immediate $100,000 payment, followed by quarterly installments of approximately $14,000 until the remaining balance of nearly $230,000 is paid over the next four years. Additionally, de Blasio will pay a $10,000 fine, substantially reduced from the initial $155,000 penalty assessed by the board.
“I made a mistake and I deeply regret it” – Bill de Blasio.
The settlement includes a significant penalty provision: if de Blasio defaults on his payment schedule, he would be responsible for the full $475,000 originally ruled by the board. The restitution specifically covers travel costs for the NYPD officers who accompanied him on campaign trips, excluding their salary and overtime expenses. This arrangement allows de Blasio to resolve the matter while avoiding potentially more severe financial consequences had he continued his appeal.
Historic Enforcement Action
This case represents the first time the Conflicts of Interest Board has taken enforcement action against a sitting or former New York City Mayor. The unprecedented action highlights the seriousness with which the board viewed de Blasio’s misuse of public resources. The investigation found that taxpayers covered various expenses beyond just security costs, including fees associated with campaign trips that should have been paid by the campaign rather than the city.
“I acknowledge that I made a mistake, and I deeply regret it. Now it’s time to move forward” – Bill de Blasio.
De Blasio’s presidential campaign lasted just four months in 2019 before he withdrew due to lack of support. Throughout this period, he continued to serve as mayor of New York City while traveling to early primary states like Iowa and South Carolina. The settlement concludes a contentious chapter in de Blasio’s political career, which included two terms as mayor of America’s largest city from 2014 to 2021. His public acknowledgment of wrongdoing marks a rare admission of ethical lapses by a high-profile elected official.
