California is reeling from an unprecedented homeless crisis rooted in mental illness and addiction. Proposition One, a measure on the state’s ballot last week, aims to throw more money at the problem. Prop One would issue over six billion dollars in bonds. Approximately two billion of that would go to permanent housing for homeless veterans and at-risk individuals who have mental health or substance abuse disorders. The remaining roughly four and a half billion would be used for treatment facilities. The latest tally indicates Prop 1 passing by about a half percent, but it’s still too close to officially call. It could be weeks before we know for sure. To help break down Prop-1 and why the vote was so close, Don Wagner, Chairman of the Orange County Board of Supervisors, joins OAN’s Alicia Summers.
