The Trump administration has been quietly drafting a new peace plan with Russia to end its war against Ukraine, multiple outlets report.

The 28-point U.S. plan is partly modeled on President Trump’s recent Gaza peace proposal.

According to Axios, the 28 points fall into four categories:

  • “Peace in Ukraine”
  • “Security guarantees”
  • “Security in Europe”
  • “Future U.S. relations with Russia and Ukraine”

However, it’s unclear if Ukraine and its European supporters will back the proposal.

The 28-point framework calls for Ukraine to cut its army by 250%; force Kyiv to turn over long-range missiles “or any kind that can reach Moscow or St. Petersburg”; and a total ban of any international brigades within Ukraine — which has long been considered the best way to ensure a halt to Russia’s assault would remain in place, a source familiar with the plan told The Post.

The proposed plan would also target NATO, requiring Ukraine to ban allied countries from keeping any military aircraft in Ukraine — instead backing them up to at least the Polish border.

The plan would also force Ukraine to fork over the entirety of the Donbas region — including territory Russia has been unable to occupy, according to a report by Financial Times.

Axios reported that the deal was inspired by President Trump’s 20-point road map for ending the war between Israel and Hamas terrorists in the Gaza Strip, citing US and Russian officials.

However, that plan famously calls for an international force to keep the peace in Gaza until a Palestinian state can be established.

“A senior White House official tells me a peace agreement between Russia and Ukraine could come as soon ‘as soon as this week’ and likely by the end of the month,” POLITICO journalist Dasha Burns said.

“They believe Ukraine is in a position to accept a deal Witkoff has hammered out with Russia (according to reporting from Axios). And as for the Europeans? ‘We don’t really care about the Europeans,’” she added.

Trump’s envoy Steve Witkoff is leading the drafting of the plan and has discussed it extensively with Russian envoy Kirill Dmitriev, a U.S. official said.

Dmitriev, who runs Russia’s sovereign wealth fund and is also deeply involved in diplomacy over Ukraine, told Axios in an interview on Monday that he spent three days huddled with Witkoff and other members of Trump’s team when Dmitriev visited Miami from Oct. 24-26.

Dmitriev expressed optimism about the deal’s chances of success because, unlike past efforts, “we feel the Russian position is really being heard.”

Witkoff was expected to meet Ukrainian President Volodymyr Zelensky on Wednesday in Turkey but postponed his trip, Ukrainian and U.S. officials said.

Witkoff discussed the plan with Zelensky’s national security adviser, Rustem Umerov, in a meeting earlier this week in Miami, a Ukrainian official confirmed to Axios.

“We know the Americans are working on something,” the Ukrainian official said.

“The president has been clear that it is time to stop the killing and make a deal to end the war. President Trump believes that there is a chance to end this senseless war if flexibility is shown,” a White House official told Axios.
