The Trump administration is planning to repeal the 2009 Obama-era Endangerment Finding — which determined that greenhouse gas emissions from motor vehicles endanger public health and welfare — this week, White House Press Secretary Karoline Leavitt announced on Tuesday.
Leavitt described the move as the “largest deregulatory action in American history,” noting that it will save the American public approximately $1.3 trillion by eliminating costly regulations.
The EPA also estimates that this will reduce the cost of a new vehicle by an average of $2,400.
“On Thursday, President Trump will be joined by [Environmental Protection Agency] Administrator Lee Zeldin to formalize the rescission of the 2009 Obama-era endangerment finding,” Leavitt said during a White House press briefing. “This will be the largest deregulatory action in American history.”
This step forms part of the administration’s broader push to dismantle federal climate regulations.
The Obama-era endangerment finding has served as the legal foundation for many of the nation’s “progressive” climate policies, including strict standards limiting vehicle emissions.
During her Tuesday press briefing, Leavitt emphasized that the change would deliver cost savings to Americans, particularly on new vehicles.
“This is just one more way this administration is working to make life more affordable for everyday Americans,” she added.
When the EPA proposed repealing the finding last year, it also signaled plans to rescind related climate regulations for motor vehicles.
An EPA spokesperson, when asked for comment, explained that without the endangerment finding, the agency “would lack statutory authority under Section 202(a) of the Clean Air Act (CAA) to prescribe standards for certain motor vehicle emissions.” The spokesperson also described the original finding as “one of the most damaging decisions in modern history.”
Separately, Leavitt further stated that the GOP administration would hold an event on Wednesday “to tout clean, beautiful coal.”
The Obama administration’s EPA issued the Endangerment Finding in 2009, following the 2007 Supreme Court ruling in Massachusetts v. EPA, which held that greenhouse gases qualify as air pollutants under the Clean Air Act — directing the EPA to regulate them from motor vehicles if they were found to endanger public health or welfare.
In response, Obama’s EPA concluded that greenhouse gas emissions do indeed threaten public health and welfare, citing factors such as “projected increases” in ambient ozone across wide regions.
“The impact on mortality and morbidity associated with increases in average temperatures, which increase the likelihood of heat waves, also provides support for a public health endangerment finding,” it said. “The evidence concerning how human-induced climate change may alter extreme weather events also clearly supports a finding of endangerment.”
Following the 2025 initial announcement, Senate Minority Leader Chuck Schumer (D-N.Y.) sharply criticized the planned repeal, calling it a “corrupt giveaway to Big Oil.”
“Who will pay the price for Donald Trump’s corruption? Quite literally every single community in this country,” Schumer said in a dramatic speech on the Senate floor.
“The repeal will hurt kids with asthma. The repeal will hurt homeowners and destabilize insurance markets, as extreme weather gets worse and worse. The blast radius of this reckless decision will span from San Diego to Portland, Maine, and from Seattle to Miami,” he claimed.
During his campaign, Trump pledged to dismantle the regulatory framework of the auto industry — a message that resonated in manufacturing hubs like Michigan.
His target was a series of Democrat-led mandates designed to force a rapid transition toward electric vehicles (EVs). Building on that momentum, the GOP administration is now moving to roll back climate restrictions on power plants.
