British Prime Minister Keir Starmer and French President Emmanuel Macron both acknowledged the need for a comprehensive approach to fighting illegal immigration, leading the leaders to introduce the “one in, one out” pilot program.
The two European leaders met for lunch during the first visit by a European leader since Brexit, where they established a framework to deport migrants who have illegally crossed into the UK to France.
In the exchange deal, France will “transfer asylum seekers” into the United Kingdom who have family connections or a legitimate reason to request sanctuary into Britain, at a one to one ratio.

“We simply can’t solve a challenge like this by acting alone, and telling our allies that we won’t play ball,” Starmer stated.
A summary of the meeting sent out by Starmer’s office read: “The leaders agreed tackling the threat of irregular migration and small boat crossings is a shared priority that requires shared solutions.”
“The two leaders agreed on the need to go further and make progress on new and innovative solutions, including a new deterrent to break the business model of these gangs,” the summary added.
Starmer argued that despite the new program, which is expected to swap around 50 migrants per week, the new initiative will “deter smugglers and migrants from illegally migrating” due to the increased risk of deportation.
Meanwhile, Macron argued that the UK’s exit from the European Union made illegal immigration easier, rather than more difficult, despite proponents of Brexit arguing otherwise.
“A lot of people explained that Brexit would make it easier to fight illegal migration. But since Brexit, the United Kingdom doesn’t have a migration agreement with the European Union,” Macron stated, going on to argue that as a result of Brexit, there was no framework to send migrants back.
France has previously rejected proposals to return asylum seekers, arguing that negotiations with Britain should also go through the EU.
