President Trump told reporters on Thursday that he will not allow Israel to annex the West Bank.

“I will not allow Israel to annex the West Bank. Nope. I will not allow it. It’s not gonna happen,” Trump said.

Trump said he would not allow it, whether or not he spoke to Israeli Prime Minister Benjamin Netanyahu.

“I’m not allowing Israel to annex the West Bank. There’s been enough. It’s time to stop now,” he added.

President Donald Trump promised Arab and Muslim leaders during a meeting Tuesday that he would not allow Israeli Prime Minister Benjamin Netanyahu to annex the West Bank, according to six people familiar with the discussion.

Two of those people said that Trump was firm on the topic and that the president promised that Israel would not be allowed to absorb the West Bank, which is governed by the Palestinian Authority, not Hamas.

Another one of the people familiar with the talks noted that, despite Trump’s assurance, a ceasefire to end Israel’s nearly two-year war against Hamas was nowhere close to fruition. Two others familiar with the matter said Trump and his team presented a white paper outlining the administration’s plan to end the war, including the annexation promise and other details such as governance and postwar security.

Special envoy for peace missions Steve Witkoff provided some details on the proposal on Wednesday. “We presented what we call the Trump 21-point-plan for peace in the Mideast in Gaza,” he said at the Concordia summit in New York. “I think it addresses Israeli concerns and as well, the concerns of all the neighbors in the in the region.” Witkoff did not mention any comments about the West Bank.

The conflict in Gaza has been a vocal point at the U.N. General Assembly this week as numerous countries formally recognized Palestinian statehood.

Meanwhile, Netanyahu traveled a carefully coordinated flight path to land in New York City for the U.N. General Assembly.

The Israeli prime minister had to avoid the airspace of several European countries.

“En route to New York to give a speech at the UN, Netanyahu’s plane avoided French skies entirely – flying only through Greek and Italian airspace. The reported reason? Concern he could be arrested under the ICC warrant if he entered certain European jurisdictions,” Mario Nawfal wrote.

The Israeli prime minister, who has an international criminal court arrest warrant against him for alleged crimes including starvation as a method of warfare, made a trip that flight-tracking data showed followed the Mediterranean Sea, rather than a more direct route over the continent.

The Wing of Zion, Israel’s equivalent of the US’s Air Force One, did cross territory over Greece and Italy but then turned south towards the strait of Gibraltar before heading across the Atlantic.

The Israeli government did not give an official reason for the routing, although Israeli media reported it was to avoid overflying a country that would be obliged to arrest him.

Shorter, more fuel-efficient routes may have flown across France, Spain, Portugal, Ireland and the UK. Those countries have all signed the ICC statute and would be legally required to arrest and surrender Netanyahu to The Hague-based court if he entered their territory.

While there is disagreement over whether a country’s military should enforce the rule by forcing a plane to land, the case would be much clearer if Netanyahu’s plane were to make an unscheduled or emergency landing.
