Voters there approved a measure that would let the city require voters to show their ID when casting ballots starting in 2026.
California Attorney General Rob Bonta has already filed a lawsuit against the city, arguing that it could make it harder for poor, non-white, young, elderly and disabled voters to cast ballots, The Associated Press reported.
SB 1174 notes that California requires people to provide a driverβs license number, California identification number or the last four digits of their social security number to register to vote. The state also uses signature verification checks and mandatory partial recounts to ensure election integrity.
βVoter identification laws place the onus on the voter to prove their identity and right to vote, even after voters have taken the necessary steps to prove their identity and right to vote through the voter registration process,β the bill says.

California is one of 14 states that do not require voter ID for elections, according to the National Conference of State Legislatures.
Authored by state Senator Dave Min, the legislation was passed by the California Assembly and Senate earlier this year. Min, a Democrat running for Congress, introduced the bill so local governments cannot impose their own voter ID rules, which he said disproportionately affect low-income, elderly and minority voters.
βWe cannot have 100 different charter cities making up 100 different sets of voting rules based on fringe conspiracy theories,β Min said in a statement to the Los Angeles Times.
The new measure will become effective on January 1, 2025.
Huntington Beach, led by a Republican city council, has defended its voter ID law, saying its status as a charter city gives it authority over local elections. The stateβs lawsuit challenged that position, arguing that state laws take precedence.
