Centers for Disease Control and Prevention (CDC) officials appeared to defy President Trump’s executive order to withdraw the United States from the World Health Organization (WHO) after saying the agency would participate in a conference on the influenza vaccine.

The biannual conference is led by the WHO, Fox News noted.

“CDC will be actively participating virtually at the WHO vaccine consultation meeting for the recommendation of viruses for 2025-26 Northern Hemisphere Vaccine this week,” a CDC spokesperson told Fox News.

The agency did not clarify if it received an exemption from Trump’s executive order, which required all officials to stop working with the WHO.

Trump signed the executive order to withdraw the U.S. from the WHO just hours after taking office last month. The president cited reasons such as WHO’s “mishandling of the COVID-19 pandemic,” the “failure to adopt urgently needed reforms,” and “unfairly onerous payments” forced on the U.S.

Days after signing the order, Trump said during a Las Vegas rally that he was open to potentially rejoining the WHO if the global body were “to clean it up a bit.”

The WHO issued a statement shortly after Trump’s order, lamenting the president’s decision and expressing hope that the U.S. will rethink the move.

Another spokesperson told TNND, however, the agency received permission from the White House to attend the meeting virtually and is not defying Trump’s order.

“True, we are attending virtually the WHO meeting,” they wrote. “False, that we are defying the Trump administration’s executive order. As a matter of fact, CDC had to seek the approval of the White House to attend the meeting virtually.”

Neither the White House nor the Department of Health and Human Services responded to a request for comment seeking confirmation of that spokesperson’s claim.

While the CDC’s participation appears to defy Trump’s order, departing the health alliance also requires a one-year notice. Rep. Steve Cohen, D-Tenn., in January led a letter with 42 congressional colleagues condemning Trump over his decision and called on the president to reconsider.

“If the United States is no longer a member of WHO, Americans around the world would be more susceptible to disease, but they could also carry it back to the United States and infect multitudes,” it reads. “Further, health officials would have an unnecessarily difficult time tracing a new outbreak, whether a new strain of influenza or an unknown antimicrobial-resistant bacteria. This could lead to increased illnesses, hospitalizations, and deaths anywhere in the world, including the United States.”

Rep. Andy Biggs, R-Ariz., in 2022, however, argued the WHO has long taken advantage of the United States’ participation.
